The Community Biodiversity Development and Conservation and Biodiversity Use and Conservation in Asia Programme (CBDC-BUCAP) are merged regional programs that aim to strengthen the capacity of farmers to manage their PGR and secure their local seed systems through conservation, crop improvement and sustainable utilization. Alongside this are efforts to develop farmer groups to engage research institutions as well as policy makers to craft programs and policies that support and strengthen farmers and local communities’ initiatives in the conservation, sustainable development and use of their plant genetic resources (PGRs).

CBDC-BUCAP aims to ensure farmers' access and control over PGRs amidst changing market systems while developing economically viable and sustainable farming systems by securing the local seed systems for food production and marketing.

SEARICE serves as the regional coordinator of the CBDC-BUCAP program in Southeast Asia which is implemented in five rice-growing countries (Bhutan, Lao PDR, the Philippines, Thailand and Vietnam) having varying agroecosystems, production-market systems and facing different challenges with regard to PGR management.

CBDC-BUCAP's objectives are to:

  • Conserve and develop plant genetic resources diversity
  • Improve livelihoods through sustainable use of plant genetic resources diversity
  • Strengthen farmers' management of their plant genetic resources at the community, national and regional levels
  • Strengthen and develop capacities of local institutions and other stakeholders to support farmers' management of their plant genetic resources diversity
CBDC-BUCAP's implementing partners are:

Bhutan -
  • National Biodiversity Center (NBC) of the Ministry of Agriculture,
  • Natural Resources and Renewable Research Centers (NRR-RC) in Western, West-Central and Eastern regions of Bhutan
  • District Agriculture Offices (DAO)
Lao PDR -
  • Plant Protection Center (PPC) of the Department of Agriculture (DoA), Ministry of Agriculture and Forestry (MAF)
  • Agriculture Research Center (ARC) of the National Agriculture and Forestry Research Institute (NAFRI) of the MAF
  • Oxfam Solidarity Belgium – National Project team
  • The Provincial and District Agriculture and Forestry Offices (PAFO and DAFO) -provincial level and district-level implementers.
